1 DG, IPDG & VDGS1.1 DISTRICT GOVERNOR : Andrew Allen
Well I?m told that once you complete the DG School at the International Convention everything is possible !
You then realise LCI in Oak Brook is such an tight run organisation where staff often double/treble up on information that they cannot possibly retain all salient points or in fact get good ?continuance? ?..they have a huge turnover of staff where the average length of Service is 2/3 years before they move on.
It is also a ?company? where networking is an art form and governed with an International theme and where translation to our English from International English leaves the detail trailing behind
It should be realised that our training here within MD105 is superb and should not be allowed to falter at either MD or District level but in fact should be extended
As for membership our Association ,made a
net gain of, we are told of some three thousand in the last year to date figures not bad on paper but we had over 200,000 new Lions in the same period ..retention is the key.
It is also very evident that the world needs Lions Clubs International now more than ever as we begin a move to front line disaster relief taking a strong position for the immediate relief of suffering.
The need for a strong PRO is a must a we lag behind with similar organisations but we need to be able to show the world the true figure .our administration is poor, to say the least,
Presidents Tam?s theme of planting more trees he wants to plant some million trees during his year was met with a resounding pledge from the incoming Governors that he has already ?pledges? of nearly five million
He wants us to complete more service and this should attract more members.
In today?s economic climate raising money gets harder but our Service need not suffer as the basics are still needed.
I?d like to think that we will be proactive rather than reactive but that needs us all to pull in the same direction.
I had a call from PCC Bert Randall on the LCIF Competition and he felt that the time has come to pass across this responsibility, to me and he would send all the paperwork in a day or three.
take care
Andrew
ps A thought
This is a story about four people named Everybody, Somebody, Anybody and Nobody
There was an important job to be done and Everybody was asked to participate
Everybody was sure that Somebody would do it
Anybody could have done it, but in the end Nobody did it
Somebody got angry about it because it was Everybody?s job
Everybody thought Anybody could do it, but Nobody realised that Somebody wouldn?t do it
It ended up that Somebody blamed Everybody when Nobody did what Anybody could have done
It happens all the time A
1 DG, IPDG & VDGS1.2 FIRST VICE DISTRICT GOVERNOR : John Savell
Cabinet Report 7th August 2011
Since the last Cabinet it has been a fairly busy time, with a number of club visits on behalf of the then District Governor Martin, Osterley and St Albans. Both clubs are active with a strong base and with Osterley there maybe some to learn in gaining new members.
I also attended two Charters again on behalf of the District Governor Covenant Garden Club; with a special way of doing things in their own unique manner but it was a very enjoyable evening and I look forward to being invited again. It was a pleasure to attend also Ampthill Charter with excellent company and an enjoyable lunch.
I also visited Zone I meeting with DG Andrew for an opportunity to listen to the club reports with interesting perspectives, all of which helps to give me a better understanding of the District.
The MD Convention in Belfast was a great time, keynote speech by IPIP Sid Scruggs, inspiring. This was an opportunity to meet with my fellow VDG?s over lunch on Sunday and get to know more about everyone.
At the beginning of June attended the VDG training weekend, this was enlightening, scary, helping to put much into perspective. It is only at this time you really get an idea as to what is involved, you also learn much about yourself, some good some bad but always the feeling you can achieve something greater. I was also appointed to the Management Board of the Lions magazine for the next two years.
Following on from this I was invited to attend with Linda a Handover dinner for Osterley, where I was also asked to present a Melvin Jones Fellowship to a stalwart supporter of the club which I was very pleased to do.
Unfortunately IPDG Martin and I visited Northolt Lions Club which has some issues and the GMT Chairman and others are trying to resolve. We tried to bring forth some clarity but further work is required to help the club of this situation.
I was invited to the Handover of London Central Lions club where it was my pleasure to induct a new member, unfortunately there were two members for induction but the second could not attend a most enjoyable lunch and good company.
It is my intention to support the District Governor in all aspects and to respond to as many of duties that he may wish me to carry out. I will also be making arrangements to visit as many Zone Meetings as possible and that Zone Chairman will make time available. As part of the duties of VDG I will be helping the Chair of the GMT Lion Kumar, looking at ways we can improve membership. Again I also intend to involve myself in the Long Range Planning Committee looking forward not only to next year but even further down the road.
I will also visit clubs if asked, but there will some that I would welcome a second visit.
Like DG Andrew I am very keen on communications, mentoring and generally ensuring the imparting of information to as many Lions as possible. I see the opportunity to visit clubs a way of doing that, to improve our relationship with the clubs, help them where we can.
Finally in October Linda and I will be attending the 50th Charter Anniversary of the Lions Club of Exeter with many of the other VDG?s supporting the VDG for the 105SW which should be an enjoyable weekend.

2 ADMINISTRATION2.1 DISTRICT SECRETARY : Parveen Verma
MD Directories have caused some challenges. The proofs forwarded to me contained many errors despite submission of typed PU101. As District Secretary I have not to date received a Directory although I am receiving corrections from Clubs! All else is fine.
I would urge District Officers to limit their communications as too many emails to Clubs are not appreciated. Additionally please avoid heavy graphics and long emails. All emails should be attached and not form part of your email to me. Zone Chairman please do not copy emails you receive to Clubs as any communications for Clubs are sent to them directly.
2 ADMINISTRATION2.2 LEGAL ADVISER : Parveen Verma
Nothing to report
2 ADMINISTRATION2.3 DISTRICT TREASURER : Vanmali Mistry
First of all, I would like to thank our District Governor Lion Andrew Allen for appointing me District Treasurer for the year 2011/12.
For the year just passed, all but two clubs have paid their Dist and MD Dues, and technically speaking those 2 clubs are not in good standing; similarly three clubs still owe International Dues of $50 or more and outstanding for 90 days or more.
As normal, all funds collected on behalf of Multiple District have been accounted to the MD Treasurer; similarly funds collected for various charities and appeals were disbursed as and when required; balances remaining at 30th June 2011 will be disbursed in due course.
For the year 2011/12, I sent out Invoices for amounts due from each club based on membership numbers available to me, and I am happy to state that 25 Clubs have already paid their Dues to include Club Insurance and ?30 towards District Youth Fund.
The Convention held at Milton Keynes has worked out within the District Budget and whilst final accounts are being prepared, the draft accounts reveal a small surplus.
I will now commence preparation of Financial Statements for our District for the year to 30th June 2011, which will be presented to the October Cabinet Meeting, following their examination by the Examiners; I will also present the Budget for the year 2012/13 for discussion and approval by the Cabinet.
I have enjoyed my year as your District Treasurer, and look forward t working closely with the District Governor, the District Cabinet, Clubs and Club Treasurers during the ensuing year.

2.4 To manage the nomination and election process for the elected District posts, and the Resolution and Amendment process.
3. Current situation
3.1 Call for nominations for 1st and 2nd VDG circulated to Clubs at the end of May. Reminder sent 18 July as only one nomination (for 2nd VDG) had been received.
A subsequent enquiry has been made from someone who would stand for 1st VDG. The formal nomination papers are awaited.
3.2 Calling notice for Resolutions and a host for the 105A convention in 2014 circulated to Clubs.
3.3 Responses to specific Constitutional queries as necessary.
3 ADVISORY3.2 CONVENTION OFFICER : Ken Rouse

3 ADVISORY3.6 FORWARD PLANNING : Ali Musani
I would like the DG Lion Andrew for appointing me to this position. 4 DISTRICT GOVERNOR'S ADVISORY COMM (ZONE CHAIR)4.1 ZONE A CHAIRMAN : Cecilia Ko
ZONE A CHAIRPERSON?S REPORT TO CABINET
I thank DG Lion Andrew giving me chance to serve the 3rd term as the Chair person of Zone A clubs. As I like this post, my main objective of this lionistic year will be: to serve well as the bridge between DG & Zone A clubs. Thus I will seek every chance to promote the communication between DG & Zone A clubs. Helping them to support & achieve objectives of LCIF President Tam, and that of DG Andrew. Since most Zone A club officers are repeating their official posts and know each others well. I reckon we do not need to hold 4 Zone meetings as we did before. Instead we will focus in depth on personal contact & humanitarian service. Thus I began to participate the Charter Anniversary Celebration of London Host & Covent Garden; the Handover & Members Induction of London Central & Lions Club of Palace of Westminster and London Westminster Reception for 7 Italian Lions Clubs. In addition, together with Covent Garden Lions, we helped Chinatown Lions to run the Headstall of their Dragon Boat Event. Moreover strenuous efforts were made to see the possibilities of rebuilding Lions Club of London Hampstead Lions & strengthening Lions Club of London Tottenham. Seeing those commitments of Zone A Lions in extending the fellowship, I found an inspired MOTTO for myself: PARTICIPATING, ENJOYING and LOOKING FORWARD FOR NEW INITIATIVES & CHALLENGE. Above all , I wish DG Lion Andrew a successful & prosperous year.

My comments in the last report, apologies for not being able to attend the last meeting, still stand. Small clubs subscription levels are sensitive to the fixed cost elements of the dues. I note that it has been decided to involve Zone Chairmen in membership debate and no doubt this will provide a platform for discussion. I am aware of the Convention decision to continue with paper copies of the newsletter but maybe distribution could be restricted to a few per club for those without internet access.
4 DISTRICT GOVERNOR'S ADVISORY COMM (ZONE CHAIR)4.2 ZONE B CHAIRMAN : Guy Jandoo
Of the six clubs in my zone, only three have submitted their membership and activities reports. These are Fairlop, Walthamstow and Redbridge.
Lions club of Barking is still in the process of re-couping themselves due to the passing away of their secretary and I have spoken to the President who has assured me that a report will be sent as soon as possible
Lions Club of Seven Kings and Lions Club of Wanstead & Woodford have still to send in their reports and I have spoken to the secretaries of both these clubs and have been assured the reports will be in before 29th July 2011
Lions Club of Redbridge is struggling but having spoken to their secretary Lion Doreen Carr it seems they are trying their best to keep afloat and I feel with Doreen's experience all will be well. Their report for July 2011 was submitted in good time and I have also received their pending activity reports for April, May and June 2011.
Lions Club of Fairlop is going strong and there is no cause for worry with this club. Their report was the first I received on 7th July 2011. A new member has been inducted by this club.
Lions Club of Walthamstow also seems to be on the doldrums and I have spoken to the secretary about any issues they may have. I will be visiting this club in due course and report accordingly by next month. The monthly report was received from this club.
4 DISTRICT GOVERNOR'S ADVISORY COMM (ZONE CHAIR)4.3 ZONE C CHAIRMAN : Naresh Gupta
My sincere thanks to DG Lion Andrew Allen, for appointing me to carry out the duties of Zone C Chairman for 2011-2012. My main objective during the Lionistic year is to increase membership within our zone, by attracting younger members to Lionism and to continue supporting the many good causes the Zone actively supports.
The activities within Zone C have been wide and varied. From the activity report received from the Zone?s member clubs here are the highlights:

Two members of the club attended the May Zone meeting together with guest. 5 COMMUNICATIONS TEAM5.1 DISTRICT ADMINISTRATOR : Cheryl Peacock
Several months ago our then DG elect said he had a job for me, just collating a few reports he said, it?s really easy!! With hindsight I now realise I should have insisted on a written job description and a get out clause.
I have set myself the task of streamlining the club reporting and intend to achieve this by:
1. Encouraging all clubs to report on time by sending reminder emails to the club secretaries prior to month end. Follow up with Zone Chairs on non reporting clubs.
2. Encourage reporting via the LCI online system. By offering training at Zone level with the help of the Zone Chairs.
3. Utilize the LCI feature to classify clubs by zone. This will enable me to download reports by zone straight from the LCI site. Once achieved, clubs will no longer need to send their reports to me directly.
4. Upload club reports to the district website so we will no longer need to email out large reports individually to the recipients.
Cheryl
5 COMMUNICATIONS TEAM5.2 DISTRICT COMMUNICATIONS OFFICER : Alastair Joel
Decisions required from cabinet: None
As I continue in this role for a second year, I hope to build on the foundations that were laid in the last Lionistic year. To continue to improve communications between ourselves both at Club and District level, and making sure we respond to our members with regard their expectations to Communication.
My aims for the year are listed below with deadlines by the side of them.
To develop and implement with the IT team a District Facebook page. Social media is increasingly popular, hopefully this will help us with our communication and raise our profile publicly too. To be set up by Oct/Nov 2011
To Encourage Clubs to field questions to the district via the questions section on the monthly reporting forms, and to ensure that an answer is sent back to them.
Similarly encourage Clubs to use the future events section on the reporting forms.
Ongoing-a letter will be sent to all clubs by 7th August.
Encourage members to attend our cabinet meetings-an open invite will be sent to all clubs, I will also encourage all Cabinet officers to bring along someone to cabinet too (and not just your partner!)
An initial invite will be sent to Clubs by 7th August, with reminders before each cabinet meeting.
Offer myself to talk to clubs and Zones on communication. I would like to use the opportunity to also listen to members on their views, ?what do they expect from their Cabinet??
Zone Chairman and Clubs will be written to, by 7th August.
I would also like to work closely with the members of the district communication teams to help each other, make our roles more efficient, and help the communication.
5 COMMUNICATIONS TEAM5.4 DISTRICT IT CHAIRMAN : Chris Bryant
First cabinet report 7th Aug 2011
Lion Chris Bryant - District IT Officer
I would like to thank DG Andrew for re-appointing me as Information Technology Officer and I wish him an enjoyable year as DG.
Decisions needed from Cabinet ? None.
1st report ? Objectives and Planning
The first objective of the year was to change the District web site in accordance with the wishes of the incoming District Governor ? this is now complete.
The District web site update took place on the 1st July and is a major update. The first part is the look of the site and the information it contains about the District Governor, this is paralleled with the updating of the IPDG information. An additional change is the introduction of all the new cabinet officers and the reporting structure. Ongoing updates to the site happen daily as authorised by the District Governor or District Secretary.
Objective two is the continuing training of Lions in the District in I.T. skills, this includes one to one training, workshops and on line information.
Objective three is to supply and deliver information, sound and graphics in support of the District training days and Convention. This objective is in conjunction with the Training officer and Convention planning team.
Objective four is to support the Vulnerable Persons Officer with actions that help towards increasing the CRB checks in the District and communicating the changes that have taking place as the work of the Criminal Records Bureau is enhanced by the introduction on the Independent Safeguarding Agency.
I should like to thank the District Webmaster, Lion Satnam Loyal for all his efforts and time spent updating the email and other systems on the 1st July changeover. Also to welcome to the team Lion Quinn Dudley as webmaster 2, his skills will help and complement the I.T. team this Lionist year.
5 COMMUNICATIONS TEAM5.8 PUBLIC RELATIONS & MARKETING : Vijay Arora
FIRST CABINET REPORT 7 AUGUST 2011
Our International President?s Theme, ?I Believe? and our DG?s Theme, ?Together we Serve?. Service and effective public relations are connected. Through service, Lions make a difference everyday and touch many lives.
During 2010-11 through the Global Service Action Campaigns alone, Lions helped LCI to reach new heights of service by providing direct help to over 11.6 million people. This year Lions again have the opportunity to participate and get involved as IP Tam is continuing with four Global Service Action Campaigns: Engaging our Youth (Aug), Sharing the Vision (Oct), Relieving the Hunger (Dec/Jan) and Protecting our Environment (April).
Objectives:
? To encourage clubs to appoint club public relations (PR) officers and encourage them to increase their level of PR within their club and the general public.
? To support and train club public relations chairpersons on their role and use of PR tools.
? To promote Global Service Action Campaigns and various Service Awards.
? To provide information about outstanding Lions programs and activities.
? To keep clubs aware of PR efforts and results.
? To encourage members to be consistent in keeping their club visible in the community through local media.
? To promote/share club?s service activity by submitting articles and photos to LCI, Lion Magazine and 105a newsletter.
? To encourage clubs to display the Lions logo and club name prominently on all materials and at all activities and events.
? To promote Lions Awareness Week and World Sight day in October.
? To encourage clubs to be included in local phone books and community directories/websites and to place a sign or marker outside their community.
? Encourage clubs to create their own club newsletters and websites.
Public relations involves all forms of communication ? from writing news releases, distributing promotional flyers, talking to family and friends to even simply wearing a Lions? lapel pin.
Current Situation:
Great PR for Lions on BBC1 on 3rd June 2011.
Nick Knowles and Loise Minchin presented dramatic events going behind the scenes at one of Britain?s biggest ambulance control centers. Ambulance Technician talked about the Lions Message in a Bottle (MIAB) and its vital importance during emergency. For few seconds our Lions MIAB was publicised on BBC.
Preparations going well for the 4th District Youth Celebrations on Sunday 20th November at Alum Hall, Elstree. Flyer and booking form was sent through district mail out. Requesting all clubs to support this worthwhile annual event by sponsoring/booking a table ASAP.
Planning to attend club/zone meetings to promote PR and encourage clubs to carry out more hands-on community services promoting our motto ?We Serve?.
PR is every Lion's responsibility!

6 ACTIVITES6.1 COMPETITIONS : Trevor Rayner
Fellow Lions it?s the start of another year of competitions within our district and it would be great to see more clubs participating in all the competitions on offer. I am pleased to say the District Golf Competition is back this year in the hands of Lion Ramesh Parmar who I would like to thank for taking the position of District Golf Officer and all it entails, Ramish has arranged his first golf tournament at Stanmore Golf Club on September 1st 2011. All clubs should have received entry forms, if not, and you require some please contact Lion Ramish or myself.
The District Quiz is all ready to go, Zone Chairman will receive the first round of the quiz together with the date it is to be played by, at the Cabinet Meeting on August 7th I will also be asking the Zone Chairman, nearer the time for help with arranging the venue?s for the second round of the quiz after we know the winners of the first round. I will do my best to attend as many quizzes as I can.
Last year being my first time as Competition Officer I felt, went pretty well but in saying that I hope to improve this year. One area which I would like smartened up is the return of the trophies, to me, in good time for presenting at District Convention. I will notify the holders in plenty of time to achieve this. Again lets have another good year and more clubs taking part in all competitions.
T Rayner Competition Officer.

6 ACTIVITES6.3 DIABETES EDUCATION PROGRAMME / LEHP : Margaret Rouse
I would like to thank DG Andrew for giving me the opportunity to continue in this role.
As we begin a new lionistic year, it gives us the opportunity to have a fresh look at ways that we as lions can continue to help and grow within our communities. The Diabetes Education Programme and the Lions Eye Health Programme both lend themselves to us as lions goining out into our areas to spread the word, working together with our local health authorities and other lions clubs bringing to people knowledge of these hidden illnesses, once diagnosed, helping the The Diabetic nurses education programme, we could pay for room hire and refreshments.?
We are all aware by now of the JDRF(Juvenile Diabetic Reasearch Foundation) this was Jill Morgan's charity, and this year once again they are holding their annual walk they are looking for volunteers not only to walk but to help with other administrative duties, this great event is on Saturday 10th September in Regents Park London volunteers will need to be there at 8am the walk will start at 10am ,we did this last year and we had a fantastic day. This is an ideal activity for clubs to get involved in, particularly those clubs in London. I would appreciate it if Zone Chairmen bring this to the notice of the clubs that they represent.
The Lions Eye Health Programme is being relaunched but no new information is available.
However the old material is still relevant, and the message is still the same, make people aware of eye examinations to reduce the risk of eye disease.
Margaret Rouse
6 ACTIVITES6.4 ENVIRONMENT OFFICER : Vijay Arora
1ST CABINET REPORT 7th AUGUST 2011
This year our International President Wing-Kun Tam is challenging Lions around the world to plant 1 million trees during 2011-12. That is less than one tree for each member. Our aim is to support this target by planting 5+ trees per club. It is a very visible and hands-on way for each and every Lion to make a difference.
Caring for our environment is an important part of service this year, a great opportunity to get involved within our communities and lead the way in preserving and improving the environment.
Objectives:
? To promote importance of environmental projects/issues in all clubs and to work closely with clubs to plan and implement innovative service projects and activities.
? To motivate clubs to undertake Lions Green Team projects such as community clean-ups, recycling and tree planting throughout the year.
? To increase wider participation from Clubs in the Lions environmental photo competition.
? To encourage individual Lions and their clubs to consider the environmental effects of their personal and club actions.
? Encourage clubs to make tree-planting as part of their activities this year.
? To promote the month of April as ?District 105A Environment Month?.
? Encourage clubs to participate in the ?Protecting Our Environment? global service action campaign during the month of April and/or plan activities in celebration of Earth Day on 22nd April and Lions Environment Day on 5th June.
Current Situation:
Information and an entry form for the photo competition was sent via district mail out and is also available on district website. Lions Environment Photo Competition provides a way for Lions to portray, through an original photo, their pride and commitment to improving, protecting and preserving their environment. Clubs can enter up to five photos, one for each category.
2010-11 District Environment Project, in conjunction with Woodland Trust, to plant and protect one acre of living woodland with over 100 trees within our district is ongoing. We need to collect further funds from clubs to reach our target to complete this project.
Lions Green Bags are almost out of stock ? last few bags are available from me at ?1each.
I would like to request ZC to encourage their clubs to actively participate and send me their ideas and information about past and future projects. I will be attending meetings to promote and encourage clubs/zones to organise and participate in environmental service activities. This will not only improve our environment but also strengthen our PR within those communities.
Thank you for the opportunity and by working together, we can have a positive effect on our environment and our community.
6 ACTIVITES6.5 MEDIC ALERT/MESSAGE IN A BOTTLE : Les Westley
MiaB functions as a true service project for the community and as an excellent means of contact between Lions and the public. It is one of the few tangible contacts which allows the general public to carry away something useful to them, or a family member or friend, and which is free of charge to the end user.
.....and it promotes Lions.
Approximately 300000 Bottles have been distributed in the District during the 10 year Life cycle of the project and each one carries the Lions Logo inside, on the form, and outside, printed on the body of the Bottle.
The good work continues and we are presently working on a large order for the Metropolitan Police. Fairlop Lions Club are coordinating the contacts with the Police. Funding is a major problem. This order is still in it's embryo stage but will be important if we can make it happen.
Medic Alert has so far received a lower level of involvement from me and this is something I will work on during the coming Lions Year.
6 ACTIVITES6.6 PHYSICAL & LEARNING DIFFICULTIES/ALL OLYMPICS : Steve Foott
Physical & Learning Disabilities
I plan to continue our support for WheelPower this year, though we have learnt that the Bowls Centre at Stoke Mandeville is losing ?50k pa and is to be closed. I have met up with WheelPower and if possible we shall organise an alternative fundraiser to replace the Bowls/Quiz evenining that we have run over the last few years.
We have a MultiDistrict meeting scheduled for September at wich Special Olympics Great Britain and the English Federation of Disability Sports have been invited to attend and give presentaions. I'm expecting this meeting to set the course for my role as Physical and Learning Disabilities.
Olympics.
I have been aware of the forthcoming Olympics for a number of years as being one of the major short term saviours of the Construction Industry.
However I've been asked to look into the options for Lions Involvement on a local basis with a view to advising Clubs that wish to get involved, how to do so.
With this in mind and after discussions with my Contacts at WheelPower, who are naturally involved with the Paralympics they have directed me to 2 websites:-
http://www.london2012.com/volunteer
For volunteering, however, we are too late as the closing date is now passed.
http://www.london2012.com/get-involved/volunteer/other-ways-to-volunteer/
This is an interesting site, as it has a link to "Volunteering in your own area." which might be useful if we wish "state inspired organisations" to help us find new members.
In conclusion, I believe we should have lined up for volunteering last year.

3.2. I am happy to attend any Lions Clubs/Zone meetings or non Lion meetings to give talks and presentations. My contact details can be found on page 20 of the MD Directory.
3.3. I will be organising a District Deaf Aware Training Session during the Lionistic year. More details to follow. If any Club or Zone wish to organise a date and venue I am happy to run a Training Session for them.
3.4. Lions have begun to work with the charity ACTION ON HEARING LOSS. Clubs in Zone K have donated funds to keep open a British Sign Language Walk In Centre, which is based in Milton Keynes. In London Clubs have been approached to raise funds for the renewal of internal fittings for a two of their residential properties, which house deaf people. A Lion, from London Central Lions Club has volunteered to carry out internal decoration work in both these properties.
6 ACTIVITES6.8 GIFT FOR LIVING : Brian Dickety
This report is in two parts, First Part "Gift for Living" second Part "Young Leaders in Service.
Decisions Required for "Gift" Permission to run a District wide Sponsored Walk in Mid October 2011 open to all Clubs and held in The Chiltern Hills. The reason for asking for this event is that most Clubs, are suffering from giving fatigue and money is tight. I am of the opinion that if Lions, Friends and Friends had the opportunity to come together, on a District Event, they may find raising funds by sponsoring etc. more acceptable especially if we can make it fun!. For this event to be a success, however it will require the endorsement of local Zone Chairmen and Presidents, in order that the District can share the burden of supportin the MD programme in its promotion of the MOETprogramme, across the Balkans, saving the lives of small infants.
Objectives. To ensure that the District plays its part in the support of the "Gift" project, To support the Clubs in their Fund Raising towards this project by the provision of information etc.
Part Two. "Young Leaders in Service". Decision Rquired. To agree to a presentation at Winter Forum, including the provision of a publicity Stand for this signature Project.
Objectives. In cooperation with Zone Chairmen and Club Presidents across the District, through the promotion of this programme, give every Young Person between the age of 11 to 18 years of age, the recognition they deserve, for thier efforts in carrying out Service to Others in their Local Communities. Experience has demonstrated in other parts of the Multiple District, that working with these young people, within their Clubs and Organisations has had a direct impact on Lions Clubs operating this programme. I am therefore commited to the support all of the Clubs across the District by the provision of materials, Keeping of District Records and the Application of LCI Certificates, signed by the International President .
6 ACTIVITES6.9 LIONS ALERT/EMERGENCY : Ken Rouse
The Lions alert/emergency programme is a fund that is available only to clubs in district 105a so far over the past 2years no claims have been made, this fund is dependant upon donations from clubs unfortunatly due to the financial situation
that we find ourselves in and other more demanding causes the fund has remained stagnent for some time.
The Lord Mayors Show
This has nothing to do with the Lions Alert Programme but I haven't any where else to report it.
Saturday 12th November is the Lord Mayor of London's Show
Procession as is usual our district along with 3 others will be providing 10 walkers to take part in the show, youth is to be the focal point this year, part of our float will be a land train and I have asked the District Leo Officer to find 9 Leos 11 to14 years old to ride the train along with Leos from other districts with 2
Lions from 105a to chaperon them, these 2 lions will be required to walk in the procession.
I am asked to supply 10 Lion walkers to represent our district these volunters will be selected on a first come first served basis, including the two Leo Chaperons I have four so far so I
require another 6 will Zone Chairmen please bring this to the notice of the clubs that they represent.

7 INTERNATIONAL7.2 LCIF/SIGHT SAVERS : Rati Shah
PRIME GOALS AND OBJECTIVES FOR THE YEAR:
1. To assist all Clubs in the District to promote the various sight activities to make awareness to the public of the Sight related matters better.
2. To encourage Clubs in the District to support Lions Eye Health Programme, Spectacle Collections, Promotion of Donations for Lions Sight Savers Trust for comprehensive eye services, talking newspapers, Moorefield?s Lions Eye Bank etc.
3. To encourage Clubs in the District to support Lions Club International Foundation appeal.
4. To attend as many Zone Meetings as possible subject to the invitation by the Zone Chairman with a view to encourage Clubs to participate in promoting various Sight activities and to promote Lions Clubs International Foundation.
5. To encourage Club Presidents to appoint Sight Savers Officer and LCIF Officer and have these items on their Agenda on a regular basis
6. To encourage Clubs to enrol their members and a contributing member and the Club to become 100% contributing Clubs for LCIF
7. To encourage and request Clubs to donate funds for Sight related projects and also to donate their undesignated funds to LCIF for Melvin Jones Fellowship Award.
6. To encourage Clubs to participate in District LCIF trophy competition.
CURRENT SITUATION
Clubs have been making enquiries of their current balances in the Campaign Sight First Account as some Clubs may apply for Melvin Jones Fellowship Awards to be presented to worthy recipients either a Lion or a non-Lion.
Clubs have been enquiring of the current famine/draught t in East Africa and would like to know as to how we can channel funds for the benefit of those who have suffered through such disasters.
DISCUSSION AND DECISIONS REQUIRED BY THE CABINET:
To discuss and agree a policy s to how we should channel funds from the Clubs and the District 105A to assist those who have suffered through famine/draught in East Africa.
I request Zone Chairman to encourage Clubs to celebrate the world?s Sight Savers day on 13th October 2011 and carry out sight related activities.
7 INTERNATIONAL7.3 INTN'/UN DAY/ EDU KITS / WATER WELLS : Ram Jaggi
Cabinet Report 07 August 2011 International Relations
This year my utmost priority will be to keep promoting our International programmes among the clubs in our District. We have been involved in these for many years and we must not forget our commitment towards these projects. Clubs are not taking this very seriously. They still need motivation and must work to raise more funds for these projects.
There is a degree of lack ness of interest of some Zone persons to educate and inform members in their Zones about our MD105 International programmes.
Edukit
Edukit was covered well last year and the display of school in a box at our District convention went well and was very educational.. Lions have shown more interest in Edukit after viewing the box. The box contains essential equipment, a resource that can educate 40 children. I will propose that our district should purchase one for display in the future conventions and also Zones can borrow for their clubs to view.
WaterAid
WaterAid is another programme where clubs are familiar with. Lions must remember that safe water and sanitation are now recognised as human rights and vital for everyone in the world. WaterAid is a UK charity and uses practical solutions to provide safe water, effective sanitation and hygiene education to the world?s poorest people.
UN:
We were very disappointed with our last Lions day with UN at house of common. We were allocated only eighteen spaces as against fifty. Our DG has taken up with Council for good allocation next year in March. We have long term relationship between Lions Clubs International and the United Nations.
Malawi Education:
We are very slow and lacking behind in Malawi education. Please remember that this is very worthy programme which our MD105 started in 1987 and adopted this programme of providing education to needy and promising students. It costs only ?100 a year to educate a deserving child in Malawi.
Should any Club or Zone need any information on our projects they may feel free to contact me.
PDG Ram Jaggi MBE
8 MEMBERS8.1 GLOBAL MEMBERSHIP TEAM CHAIRMAN : Kumar Acharya
1) New Initiative:
Lions Clubs International have replaced MERL Team by introducing Global Membership Team (GMT) and Global Leadership Team (GLT) who will complement each other.
2) Decisions required:
a) To prospect for potential extension in the district and if viable to move forward with formation of new club/s. This will be done with the prior approval of DG Andrew Allen and in consultation with relevant ZC.
b) To organise Membership-Cum-Leadership training on zone level in conjunction with GLT Chairman PDG Elliot Shubert and ZC.
3) Where are we now?
Membership as at 30th June 2010 was 1780.
Membership as at 30th June 2011 was 1714.
Out of 87 clubs17 are on or under 11 members of which 8 clubs need urgent attention which will be addressed by the GMT/GLT team. We have already received request for assistance from some clubs. Whilst retention/recruitment is on top priority it should be borne in mind that GMT does not have a supply bank of prospective members.
4) Do we despair?
Not at all as we account for 10.2% membership within our Multiple District and in number two position after Ireland. With everyones help we can do much better.
5) What do we do next?
a) Retain existing members and recruit new ones. Sounds simple but may require a change/adjustment within our clubs or within ourselves?
b) Look after the welfare of fellow club members before reaching out in the community. Charity begins at home (club)?
c) Support leadership of the day by defining and making meaningful contribution towards long term membership goals/growth of the club. I suppose we are all responsible for giving opportunity to others to join Lions.
6) Meetings and Club/Zone Visits
I shall be attending MD GMT meeting soon and will also endeavour to attend any zone or club meetings.
I look forward to working with all Lions and thank DG Andrew for his confidence. I BELIEVE - Together We Can.
Lion Kumar Acharya
GMT Chairman
8 MEMBERS8.2 GLOBAL LEADERSHIP TEAM CHAIRMAN : Elliot Shubert
I would like to thank DG Andrew for demonstrating his confidence in me by appointing me as the GLT Chair.
Leadership is important for the future of the District's success.
My plans for the Lionistic year are:
> Organise and conduct a robust, informative and enjoyable Winter Forum, which is scheduled for Sunday, 2 October 2011.
> Organise and conduct a meaningful and informative Incoming Officers Workshop in June 2012.
> Conduct leadership and membership seminars at the Zone level for the purpose of strengthening clubs, improving member retention and promoting new member recuitment.
> Work hand-in-hand with the GMT Chair, Kumar Acharya, to raise the awareness of the importance of retaining and recruiting members and providing assistance to clubs that are having membership "problems".
I will make an effort to visit clubs on request and I can provide a mini-presentation on various aspects of leadership.
Most importantly, I will rely on the expertise of Lions in the District to assist with presentations at seminars and workshops.
Lastly, I am open to any ideas and suggestions.

8 MEMBERS8.4 VULNERABLE PERSONS OFFICER : Alastair Joel
Decisions required from cabinet: None
Currently the Protection of Freedoms Bill is being debated at Parliament, any proposals will then need to be heard in the House of Lords. It is unlikely for us to see any change in the law until at least mid 2012.
Currently the CRB system is still in place and working, with the ISA scheme not being rolled out. We have gone from being encouraged to check everyone to checking just a few people. We should however renew those members whose CRB?s are due to expire.
I shall be attending a meeting of the MD VPO?s in early September, and after that I hope to have clarification as to where we are heading, and be able to update you all in greater detail.
9 YOUTH TEAM9.1 LEO ADVISOR : Minesh Mehta
District Governor and my fellow Lions
I wish to thank DG Andrew for giving me the opportunity to serve as District Leo Advisor in his year, a role that I have experience in and now even more knowledgeable than last time I performed this role.
There are currently 9 Leo clubs in our district. Namely; Dagenham & Robert Clack School, Hadleywood, London-Golders Green, London-Hendon, London-Kingsbury, London Mill Hill, St Albans, Sudbury and Wembley (Brent)..
One of the objectives this year will be to ensure that the number of Leo Clubs in our district is increased again. It is unfortunate that last year one club (Edgware Leo Club) had its charter withdrawn but with a possibility of 2 new clubs I anticipate we will recover well in Leo numbers.
I would also like to see more of Leo's working alongside Lions and with other Leo's in our district. Hopefully we will achieve this by hosting a Leo event which is attended by Leo's as well as Lions and the Lions clubs involving thier respective Leo clubs in their own projects.
The first District 105A Leo Convention after many years once again is also on the cards this lionistic year. However, alot of that will depend on sponsorship and involvement of Leo Clubs.
A session at the Winter Forum for Leo's and Leo Club Advisors is also scheduled for 2nd October 2011. Please encourage your Leo club advisors and Leo club members to attend to make it worthwhile. There is a lot to learn about Leo's.
I will be working very closely with the District 105A Leo cabinet under the leadership of Leo Risha Sanghvi and her team. I intend to attend all 4 MD Leo Liaison meetings in Birmingham and the MD Leo Convention.
If anyone has any queries on the Leo programme, please contact me. My details are on page 20 & 167 of the MD Directory.
Finally, please accept my apologies for not being with you all as I am on vacation with my family. Have a great meeting.
Lion Minesh Mehta.
9 YOUTH TEAM9.2 LIFE SKILLS/TACADE : Keith Collard
Attended MD105 meeting at HQ in Birmingham on 21st July, hoping to glean as much information re. officer's job, was very enlightening. Statistics were presented to the meeting re. Tacade resources purchased last year. Out of the 91 clubs in 105A, just 2 clubs participated, equating to 2%. 2 Districts in MD have an impressive participation of around 50%. We are the 2nd largest District in MD and therefore have the potential to improve dramatically. I will be providing each club with 10 copies of the ?2011 Tacade Resources? catalogue with a request that they take these to schools, youth groups in their community and encourage participation.
9 YOUTH TEAM9.3 MUSIC COMPETITION : John Savell
Music Competition 2012
Once again I have been asked by the District Governor to organise this competition which I am pleased to do.
The instrument this year is the cello. Letters and information has been sent to all the clubs, District final has been arranged for the 18th November to held at the Oxford Centre for Music, who have again this not only provided the venue for free but also an Adjudicator, so I am extremely grateful to them for their support.
So far I have received indications of 4 candidates and hopefully many more to come.
This competition has the opportunity to be a worthwhile District activity as well as the Multiple District and I would like to see as much participation from the clubs as possible. Could I therefore ask the Zone Chairmen to bring the competition to the attention of the clubs as reminder of the previous communications?

Summary of Activities
I am trying to get ahead of the game a little more this year. I have already confirmed the date for our District Finals to be held here at the Doubletree Hotel on 4th December. My judging panel have been selected and have all confirmed they are willing and able to participate and I have sent my first round of communication out to all clubs advising them of the program, its requirements and relevant dates.
I will be taking the opportunity to talk to as many clubs as possible about the program over the coming weeks and months as the school holidays represents an ideal time to find our candidates. Any support that is required by clubs will be given and I hope that the result of all of this will be an even more successful year for our district within the Young Ambassador program.
Date of report Name of District Officer
19th July 2011-07-19 Lion Rachel Arnold
9 YOUTH TEAM9.8 DISTRICT LEO PRESIDENT : Risha Sanghvi
District Governor Lion Andrew and fellow Lions
Many thanks for giving me the opportunity to serve as District Leo President. I will endeavour to do my best this year with guidance from District Leo Advisor Lion Minesh Mehta and with help from my Leo cabinet members.
I intend to visit each of the Leo clubs in our district, find out what they have being doing and report back to cabinet accordingly. Due to the holiday season it is very quiet on the Leo front, but I suspect it will pick up again in September. I shall have more to report about individual clubs activities after the visits. In the meantime, from the information I have so far, Hadleywood Leo's are having a Fun Day for disadavantaged children on 31st July, Leo's of Wembley are collecting funds for Teenage Cancer Trust during the weekend of 30th & 31st July at Argos stores and Hendon Leo's are busy preparing for their annual quiz fund-raiser in September. I wish them all the best in their activities.
I also wish to co-ordinate a joint event of all Leo Clubs in our district. It is in the early stages of the planning but hopefully it will go ahead.
I will assist District Leo Advisor Lion Minesh in forming new Leo clubs this year and encourage young people to join the Leo movement as well.
Finally, I wish you all a very fruitful cabinet meeting.
Leo Risha Sanghvi.

3 ADVISORY3.5 HONORARY COMMITTEE CHAIRMAN : Viresh Paul
The District Constitution needs to be amended. This will require a resolution at the next Convention. The Honorary Committee proposes that paragraph x of the District Constitution be amended to read as follows:
"The District Governor shall appoint a District Governor's Honorary Committee composed of all Past District Governors who are members in good standing of clubs within the District. The committee members (including the outgoing District Governor, who is to become a member of the committee) will choose, by secret ballot to be arranged by the District Governor elect, one of their members to recommend to the District Governor elect as Chairman of the committee. He/she will be, ex officio, a member of the District Cabinet. This committee shall meet when its members identify a need or as called upon by the District Governor."
Justification: (1) The Honorary Committee should retain the right to ballot amongst themselves and choose their chairman themselves (2) As the appointment is the DG's prerogative he/she should conduct the ballot and accept the recommendation of the ballot. The above wording gives the DG the authority to conduct the ballot.
6 ACTIVITES6.2 COMPETITIONS GOLF : Ramesh Parmar
PROPOSAL AT CABINET MEETING
I would like to hold the RAM JAGGI/ELLIOT SHUBERT TROPHIES golf day next year summer time rather than in March at the convention weekend.
Several reasons
1.) Convention time we will have the winter daylight hours so will have short day
2.) The weather will not be nice and warm
3.) The golf ground will be soft and muddy
4.) From general talking to several players, they prefer summer time golf
5.) It will be difficult to attract golfers to play in March
suggestion
I could book up Sudbury Golf Course which I have good connection and arrange a BOLLYWOOD evening at Tycoon Restaurant which is not too far from the golf club. I think it can all be done within £50/pp
For light lunch/golf/dinner or £20 for evening dinner. I am sure we can have around 40 – 50 players and around 80 for dinner
Subject to approval the two trophies – Ram Jaggi and Elliot Shubert cups – can be presented at the District handover to the winning Clubs
We will have individual winner trophies presented on the day
7 INTERNATIONAL7.1 EUROPA FORUM : Geoff Leeder
Fellow Cabinet Officers, apologies for not being with you for this Cabinet meeting but I am in Maastricht for the Europa Forum.
9 YOUTH TEAM9.2 LIFE SKILLS/TACADE : Keith Collard
Donation to TACADE of £500 from District Youth Funds, to go towards £6k target to re-issue "I am, I know, I can"
At the recently held Youth Symposium 2011, 105NE issued a challenge to all Districts to use their District Youth Funds to donate £500 to Tacade and pay for the next printing of, I am, I know, I can .
Tacade are re issuing one of their "Flagship Projects, which will cost £6,000 to relaunch ' I am, I know, I can ' (last revised in 2008) many Lions Clubs throughout the Multiple District have provided sets of this publication always gratefully received and put to good use. We as Lions intend to continue to do so where the need arises.
105BS, 105C, 105D, 105NE and 105SE have already committed their £500 each.
All the monies are being sent directly to MD Charities Treasurer Lion John Bush.
